Venturi effect. You are blowing out the same volume of air either way but when you make an O shape, that air has to increase its speed to make it out the smaller opening. When you increase the air's velocity, you decrease it's pressure and temperature. And temperature is proportional to average kinetic energy.When you increase the kinetic energy of the air you rob it of some heat.so air feels cool
